Settlements are illegal under international law as they violate Article 49 of the Fourth Geneva Convention, which prohibits the transfer of the occupying power’s civilian population into occupied territory. This illegality has been confirmed by the International Court of Justice, the High Contracting Parties to the Fourth Geneva Convention and the United Nations Security Council. (UN report, januari 2012)
"I deplore Israeli Government plans to build over 800 additional settlement housing units as well as the plan to relocate some of the settlers from Ulpana within the occupied Palestinian territory. Settlements are illegal under international law and threaten to make a two-state solution impossible. Settlement activity is detrimental to current peace efforts, including by the Quartet, and puts those efforts at risk." (Statement EU Foreign Affairs Chief Catherine Ashton, juni 2012)

"The Netherlands are known as country that, for many years, stood for human rights, always and everywhere. We do feel there is change. The Netherlands seem to be no longer in the group of enlightened European countries, but is now part of a small group of countries who flip-flop on human rights matters." Between 2002 and 2012, the Middle East Quartet, which includes the European Union, United Nations, United States and Russia, has made 39 joint statements calling on Israeli governments to halt the expansion of settlements. Yet during the same period, the number of settlers living in settlements has risen by more
than one third - from approximately 377,000 to 500,000. (Oxfam, 24 juli 2012)
